i'm not sure how a Gore administration would have responded to sept. 11th, but i am sure of one thing. If Gore were president, we would all be saying "Isn't it good we saved the surplus for just such an emergency as this so we don't have to dip into Social Security and run up the debt again to rebuild New York and bolster the economy?"
